32. The following is a table of expenditure for the establishment of the officesbf the Association. Any surplus must be deposited in the bank.

34. The Association is established as from the 1st. July of the current year. Prior to its establishment in detail the local conditions of the various places will be first enquir- -ed into.

35. After the Association has been formally constitut- -ed its nominal objects will be made known to the foreign countries. The Ministers and Consuls abroad, and all officers employed must take every care not to betray the secret side of the Association to anybody.

39. A copy of this confidential document will be sent to every Consul in China, Indo-China, Siam, Burma, and India.

In order to ensure secrecy the detailed scheme of operations of this Association will be made known only to the Chiefs of the offices of the Association.

On receipt of this document Ministers and Consuls abroad must report the details of their investigations of local conditions to the General Staff before the 14th. May. In the case of the Philippines, special officers will be detailed for that purpose.
